Reduce and normalise volume of notification sounds to LUFS 20 at TP of -9 (#9143)

The values are the same values that Signal Desktop uses for their notification sounds and currently the sounds are 5-10 LUFS too loud, which makes them incredibly loud in many instances (especially ring.mp3) Co-authored-by: Janne Mareike Koschinski <janne@kuschku.de>
