* dehydration: fix documentation

* initialiseDehydration: improve name

... to make it clearer that it does nothing if dehydration is disabled

* initialiseDehydration: remove dependency on MatrixClientPeg

We're trying to move away from relying on `MatrixClientPeg` everywhere, and
this is a particularly easy win.
