090db5490b URI-decode the hash-fragment 
It looks like % characters in the hash-fragment are meant to be interpreted as
a URI-encoding, so we should decode them.

422a1f01a4 Limit check on scrollNode.scrollTop to keep firefox happy 
Turns out that Firefox ignores attempts to set scrollTop to
Number.MAX_VALUE. Clip it to scrollHeight.
