As part of the effort to make room state more reliable, we're looking at changing how state is communicated to widgets. Rather than passing all state events from the timeline through (and forcing the widget to assume that they belong to the server's view of the room state), let's try passing only those state events through that we believe actually belong to the server's view of the room state. When combined with a matrix-js-sdk that supports MSC4222, this improves the reliability of state tracking for widgets.
We would like to later explore a solution that has a separate 'state update' widget action in addition to the generic 'incoming timeline event' widget action, to make the widget API better reflect the shape of the data sources that drive it (like the sync responses of Simplified Sliding Sync or MSC4222).
* Refactor feeding of events to widgets
This is a pure refactor with (hopefully) no behavior changes.
* Feed events to widgets as they are decrypted (even if out of order)
The code that feeds events to widgets tries to enforce that only events from the end of the timeline will be passed through. This is to prevent old, irrelevant events from being passed to widgets as the timeline is back-filled. However, since encrypted events need to be decrypted asynchronously, it's not possible to feed them to a widget in a strictly linear order without introducing some kind of blocking or unreliable delivery. This code has been dropping events when they're decrypted out of order, which we consider to be an undesirable behavior.
The solution provided here is that, to reflect the asynchronous nature of decryption, encrypted events that arrive at the end of the timeline will be fed to a widget whenever they finish decrypting, even if this means feeding them out of order. For now we're not aware of any widgets that care about knowing the exact order of events in the timeline, but if such a need reveals itself later, we can explore adding ordering information to this part of the widget API.

Widgets could persist forever because they were still sticky when we end the messaging.
Ending the messaging emits an event to which we connect ui changes that move the widget out of the screen. It does not end up in a pip view however.
So we need to make sure the widget is not persistend anymore when we call `stopMessagingByUid` so that any dom changes that remove the AppTile happen when the widget is not persistend anymore and let it destroy.
This PR also makes the role for `MatrixRTCSessionManager` more strict. We do ONLY use it in `Call.ts` and `CallStore` so that we dont end up in reaces where we updated the ui based on the session manager but not in sync with the call and callstore changes.
Rename activeCalls to connectedCalls. Active call can also be understood as a call where there are active participants but the user itself is not connected. Especially with the `hasActiveCallSession` field of the useRoomCall hook which is tracking active (not necassarly connected sessions)

Added a new kind of class:
- Add God object `Stores` which will hold refs to all known stores and the `MatrixClient`. This object is NOT a singleton.
- Add `StoresContext` to hold onto a ref of `Stores` for use inside components.
`StoresContext` is created via:
- Create `Stores` in `MatrixChat`, assigning the `MatrixClient` when we have one set. Currently sets the RVS to `RoomViewStore.instance`.
- Wrap `MatrixChat`s `render()` function in a `StoresContext.Provider` so it can be used anywhere.
`StoresContext` is currently only used in `RoomView` via the following changes:
- Remove the HOC, which redundantly set `mxClient` as a prop. We don't need this as `RoomView` was using the client from `this.context`.
- Change the type of context accepted from `MatrixClientContext` to `StoresContext`.
- Modify alllll the places where `this.context` is used to interact with the client and suffix `.client`.
- Modify places where we use `RoomViewStore.instance` and replace them with `this.context.roomViewStore`.
This makes `RoomView` use a non-global instance of RVS.
